When Henry Kaiser decided to put a garden on top of a parking garage in 1960, he wasn't messing around. He hired the landscape architects Osmundson & Staley, and they delivered something that hadn't been done before in post-war America: a proper rooftop garden that actually worked. The 42 specimen trees up there are old now, genuinely mature, and the reflecting pool with its small fountains still catches light the way designers intended. Undulating lawns sit alongside a wooden bridge and a curvilinear path system that makes you feel like you're walking through something intentional, not just a corporate plaza with potted plants.
The numbers tell you something about what the city traded for this. Oakland's Planning Commission handed over variances that let Kaiser fill part of Lake Merritt to expand the site, and they let the company break height and setback rules. In return, 60 percent of the actual footprint got landscaped somehow, which sounds like a contradiction until you're standing up there and realize the whole thing is built on a parking garage. That aluminum and cement Kaiser Industries used for the hardscape came from the company's own materials, which gave it a specific gleam that feels dated now in a way that matters.
You can actually get up there and walk around. It's not a secret or closed off. The garden sits next to Kaiser's old headquarters in downtown Oakland, and it's worth timing it for late afternoon when the sun angles through the trees and the reflecting pool stops being just reflective pool and becomes something more like a mirror for how much design thinking went into this place.
